We help provide the USN’s global fleet with weapon system in-service engineering, logistics, test and evaluation, and integration of surface ship weapons, combat systems and warfare systems.     Rebecca B. Sutton

    Founder & CEO

    "Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.

    As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.

    Steve Rosser

    President and Chief Growth Officer

    Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 30 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.

    Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.

    CAPT Robert L. Wilson, USN (Ret.)

    Executive Vice President / Chief Technical Officer

    Mr. Wilson has over 40 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.

    Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.

    He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

    Basic Engineering Concepts & Technologies, Inc. (BecTech) is a Woman-Owned Small Business program management and engineering services provider to the Department of Defense (DoD) Agencies. The Combat System Software Development team is seeking a Software Engineer to join their program in King George, VA. The qualified applicant will support the Navy's Enterprise Modeling and Simulation initiatives. Candidates will analyze real-world requirements which will then be translated into a simulation that approximates actual Navy computer and radar equipment. Candidates will also work through unit testing and integration to verify program requirements and validate software behavior in the target environment. The Software Engineer’s functions include but are not limited to providing daily professional support to the client and Program Manager and will have the following responsibilities:

     

    Essential Duties & Responsibilities:

    • Design, develop and maintain complex real-time combat system wrap around simulations.
    • Utilize software development tracking tools that capture all new development requirements, track software defects, and update implementation status of each item
    • Establish and maintain software development tasks and reporting the technical progress
    • Experience/Expertise in C++ software development and maintenance experience, as well as software integration testing with combat system wrap around simulations.
    • Work with process improvement initiatives, such as Six Sigma, ISO 9001:2008 and CMMI Level 5

    • Manage and maintain NAVSEA Cybersecurity Planning and Response Center (CPRC) Standard Operating Procedures (SOP).
    • Development and support for Fleet training of fielded Cybersecurity capabilities.

    Systems Software Engineer

    The Systems/ Software Engineer will be primarily responsible for supporting the Standard Missile (SM) and Aegis Ballistic Missile Defense (ABMD) Technical Representative Office (TechRep). This Systems Engineer position is located in Tucson, Arizona and reports to the TechRep Program Manager. An active Security Clearance of at least SECRET is required. Responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities

    • Supports Missile systems development and design work that may include trade studies, logic design, I/O design, firmware development, embedded code, model formulation, manufacturing and development cost projections, computer architecture analysis and design, analog or digital systems engineering, safety critical functions and product quality assurance activities.
    • Supports and makes assessments of systems modeling, simulation, and analysis.
    • Participates in the upgrading of operating systems and design of system enhancements. Supports algorithm and software code peer reviews.
    • Coordinate the execution of system engineering reviews IAW DOD Instruction 5000.02 and the NAVSEA TRM (Technical Review Manual).
    • Provides input for documentation on new or existing systems.
    • Supports the development and execution of tests to ensure the system’s hardware and software meets documented requirements.
    • Work with designers and integration engineers to identify, analyze, and resolve operating/hardware system problems.
    • Provides system/equipment/specialized training and technical guidance as required.
    • Reviews system specifications, input/output processes, and working parameters for hardware/software compatibility.
    • Maintains current knowledge of relevant technology as assigned.
    • Participates in special projects as required.
    • Generates technical reports and white papers.

    Knowledge Manager / Program Analyst

    Provide engineering services consisting of engineers, engineering managers, and other technical professionals to support the SEA 05 Integrated Warfare Systems (IWS) Engineering Group in
    leading/managing warfare systems engineering, and test and evaluation support for Navy ships and warfare systems. This includes the following specific efforts:

    • Management of Command, Control, Communications, Computers, Combat Systems, and Interoperability (C5I) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Systems;
    • Support of Warfare Systems Engineering (WSE) for Warfare Systems, Interior Communications (IC), System Integration, Systems Engineering, Test Engineering (e.g. interoperability), including Automated Test and Analysis
    • Execution of Certification Authority for Naval Warfare Systems
    • Integrated Warfare Systems Technical Authority execution
    • Management of Navy Navigation Certification and Navy EMI/RADHAZ Certifications.

     

    Essential Duties & Responsibilities

    • The Knowledge Manager with coordinate the identification of data storage requirements, design and recommend a working data storage design for incorporation within the NSERC to
      accommodate a minimum of 300 stakeholders' use. This will include the definition of data requirements associated with both NAVSEA-05H's Technical and Certification Authorities, as well as across the SEA-05H technical authority enterprise for cataloging, storing of all related Objective Quality Evidence and other data, ensuring that the data and information are readily available to participating stakeholders in the processes associated with the execution of these authorities.

     

    Knowledge, Skills & Abilities:

    • Experience in technical program planning and implementation, budget development and administration of government projects.
    • Familiarity with NAVSEA Ship Technical Systems and Engineering Processes.
    • Strong Working Knowledge of Microsoft Office Products (Word, PowerPoint, Excel, Outlook, Project)
    • Must be a self-starter, and be able to work independently with a minimum of supervision.

    Program Analyst

    Provides technical and analytical support within multiple disciplines including system infrastructure operations of administration, analysis, engineering, and design. Analyzes and evaluates major system project parameters and requirements. Provides analytical support in the
    conceptualization, development, and implementation of complex, inter-linked systems. Responsible for all aspects of development, integration, and testing processes such as lifecycle cost analysis, design, schedules, and feasibility studies. Works with various programming languages, operating systems, and computer hardware platforms. Conducts technical evaluation, design and readiness reviews, and quality control. Shapes the assembly of well-documented
    functional requirements and technical specifications.

     

    Essential Duties & Responsibilities

    Provide support, as required, to execute the Naval Warfare Systems Certification Policy (NWSCP) (NAVSEAINST 9410.2A), and support the development and deployment of warfare systems throughout the life cycle of approximately 150 U.S. Navy Surface Ships in accordance
    with Warfare Systems Certification Standard Operating Policy (SOP) Revision “B”. This includes providing annual support for the assessment of warfare systems in approximately 75 Navy Surface Ships through approximately 135 Warfare Systems Certification (WSCERT) Events (Warfare Systems Installation Authorizations (WSIA) and Warfare Systems Certification Decisions (WSCD)) in order to provide COMUSFLTFORCOM and COMPACFLT with Warfare Systems Certification Plans, early assessments of risk and characterization of maturity and readiness to support Risk Assessments for ships in new construction after sail-away and post-shakedown availabilities and certification decisions to support the subject ship(s) throughout deployment. In support of NAVSEA-05H Certification Leads, these requirements entail:

     

    • Maintenance of the WSCERT Master Events Schedule (WSCEMS).
    • Development WSCERT Certification Event and Meeting Agendas and Reports, as required.
    • Development of WSCERT Metrics Briefings and Item Tracking Reports, as required.
    • Development of WSIA/WSCD Data-Calls in preparation for WSCERT Events.

    Provides technical and analytical support within multiple disciplines including system infrastructure operations of administration, analysis, engineering, and design. Analyzes and evaluates major system project parameters and requirements. Provides analytical support in the conceptualization, development, and implementation of complex, inter-linked systems. Responsible for all aspects of development, integration, and testing processes such as lifecycle cost analysis, design, schedules, and feasibility studies. Works with various programming languages, operating systems, and computer hardware platforms. Conducts technical evaluation, design and readiness reviews, and quality control.     Essential Duties & Responsibilities

    As a member of the Certification Support Team, provide support, as required, to execute the Naval Warfare Systems Certification Policy (NWSCP) (NAVSEAINST 9410.2A), and support the development and deployment of warfare systems throughout the life cycle of approximately 150 U.S. Navy Surface Ships in accordance with Warfare Systems Certification Standard Operating Policy (SOP) Revision “B”. This includes providing annual support for the assessment of warfare systems in approximately 75 Navy Surface Ships through approximately 135 Warfare Systems Certification (WSCERT) Events (Warfare Systems Installation Authorizations (WSIA) and Warfare Systems Certification Decisions (WSCD)) to provide Warfare Systems Certification Plans, early assessments of risk and characterization of maturity and readiness to support Risk Assessments for ships in new construction after sail-away and post-shakedown availabilities and certification decisions to support the subject ship(s) throughout deployment. In support of NAVSEA-05H Certification Leads, these requirements entail:

    • Maintenance of the WSCERT Master Events Schedule (WSCEMS).
    • Development WSCERT Certification Event and Meeting Agendas and Reports.
    • Development of WSCERT Metrics Briefings and Item Tracking Reports.

    As a member of the Program Management Support Team, Provide Program Mangement SUpport to the NAVSEA-05H Strike Force Interoperability (SFI) Program Manager. The TEam is responsible for all programmatic and financial management support required by the SFI Program within the planning, programming, budgeting, and execution (PPBE) process. It includes all actions required by the program objectives memoranda (POM) process, development and maintenance of all program financial management information required by NAVSEA, The program sponsor (OPNAV NN96), FMB, and the Congress, to include recurring reports, responses to inquiries, entry of data into INAVSEA to facilitate contract executions, and close coordination with all NAVSEA SFI division directors, pillar leads and supporting performing activities in the execution of the program. Execution of the task requires close, independent liaison between the support team members and all activities supporting the SFI program. It also requires the support team to be responsive to unplanned, short notice requirements established by the SFI program manager or the NAVSSEA-05H Business Financial Manager (BFM).

     

    Essential Duties & Responsibilities

    The candidate will effectively implement and ensure that the government's high standards of performance are met, to include, but not be limited to contractual requirements and timely delivery of high-quality products related to management of the NAVSEA-05H Force Interoperability program. Specifically, as a member of the program support team efforts to:

    • Provide technical and management review support for C51 Systems.
    • Manage studies, program reviews, problem resolution, and life-cycle monitoring work.
    • Support program reviews and conferences.
    • Provide risk assessments analyses, metrics, and recommendations.
    • Evaluate issues and provide recommendations related to ship, ship system, and information system cost, schedule and performance.
    • Maintain and make recommendations with regard to engineering plans, program records, histories, and databases.
    • Review, analyze, and make recommendations for the use and implementation of budget controls, including preparing inputs for all appropriation accounts for the annual FMB review, OSD review, and president's budget congressional review.
    • In collaboration with participating managers, provide funds execution plans for anticipated obligation and expenditures.
    • Prepare documentation on funds execution information for decisions and evolution related to C51 Systems.
    • In conjunction with individual SFI program manager,s perform requirements traceability analyses that ensure all requirements and accounted for, and no unnecessary requirements have been added. Provide writing assistance including preparation of technical reports and annual reports.
    • Develop and upgrade database repository capable of tracking engineering processes, practices.

     

    Knowledge, Skills & Abilities:

    • Strong Working Knowledge of Microsoft Office Productions (Word, PowerPoint, Excel, Outlook, Project)
    • Experience in technical program planning and implementation, budget development and administration of government projects a plus.
