We help provide the USN’s global fleet with weapon system in-service engineering, logistics, test and evaluation, and integration of surface ship weapons, combat systems and warfare systems. Our support is not just combat systems, we do life cycle management and sustainment, maintenance management, planning and programming, and total cost of ownership development. Finally, we specialize in ordnance facility design, planning, inspection, certification and compliance analysis.

    Rebecca B. Sutton

    Founder & CEO

    "Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.

    As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.

    Steve Rosser

    President and Chief Growth Officer

    Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 25 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.

    Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.

    CAPT Robert L. Wilson, USN (Ret.)

    Executive Vice President / Chief Technical Officer

    Mr. Wilson has over 30 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.

    Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.

    He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

    Mid-Level Engineer - Surface Maintenance

    Basic Engineering Concepts & Technologies, Inc. (BecTech) is a Woman-Owned Small Business program management and engineering services provider to Department of Defense (DoD) Agencies. BecTech is seeking professional candidates to fill the positions of full-time Mid-Level Surface Maintenance Engineer in Norfolk, VA. The responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities:

    • Performs technical planning, system integration, verification and validation, cost and risk assessments, and supportability and effectiveness analyses for total systems.
    • Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance, modernization, and disposal.
    • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
    • Conducts research, designs, develops, performs T&E for ships, ship systems and associated subsystems.
    • May provide work leadership for lower level employees.
    • Analyzes complex ship systems product or equipment specifications and performance requirements to determine designs that can be produced or maintained by existing processes or infrastructure.

    • Knowledge and demonstrated experience in surface ship life cycle maintenance engineering, and various Navy Surface Ships’ class maintenance and modernization planning.
    • Plans, coordinates, directs, and evaluates testing of complex ship systems.
    • Performs risk assessments of advanced ship systems and generates risk mitigation plans and strategies.
    • Ability to provide independent maintenance effectiveness, expected service life and RCM assessments of ships and ship systems.
    • Knowledge of Surface Ship Class Maintenance Plans (CMP) and Planning, Programming, Budgeting, and Execution (PPBE) processes.
    • Ability to provide solutions for streamlined maintenance processes, and developing maintenance strategies.

    Education and/ or Experience:

    • Requires a Bachelor’s Degree (BS) in applied sciences area or Engineering and minimum of 5 years related engineering experience.

The qualified applicant will support the Navy's Enterprise Modeling and Simulation initiatives.     System/Software Engineer

    The Systems/ Software Engineer will be primarily responsible for supporting the Standard Missile (SM) and Aegis Ballistic Missile Defense (ABMD) Technical Representative Office (TechRep). This Systems Engineer position is located in Tucson, Arizona and reports to the TechRep Program Manager. Responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities

    • Performs systems development and design work that may include logic design, I/O design, firmware development, model formulation, manufacturing and development cost projections, computer architecture analysis and design, and analog or digital systems engineering, product quality assurance
    • Performs systems modeling, simulation, and analysis.
    • Participates in the upgrading of operating systems and design of systems enhancements.
    • Coordinate the execution of system engineering reviews IAW  DOD Instruction 5000.02 and the NAVSEA TRM (Technical Review Manual)
    • Provides input for documentation on new or existing systems.
    • Develops and conducts tests to ensure systems meet documented user requirements.
    • Identifies, analyzes, and resolves operating/hardware system problems.
    • Provides system/equipment/specialized training and technical guidance.
    • Determines system specifications, input/output processes, and working parameters for hardware/software compatibility.
    • Maintains current knowledge of relevant technology as assigned.
    • Participates in special projects as required.

    Accounting Specialist

We are currently seeking part-time candidates for an Accounting Specialist position in our Alexandria, Virginia corporate office.

     

    Duties and Responsibilities:

    • Supports the CFO in the following: Accounts Receivable and Accounts Payable (AR/AP), budgeting, auditing, financial reporting, Book Keeping, Records Management
    • Other duties as assigned by the CFO

    Senior DDG Platform Engineer

    Basic Engineering Concepts & Technologies, Inc. (BecTech) is a Woman-Owned Small Business program management and engineering services provider to Department of Defense (DoD) Agencies. BecTech is seeking professional candidates to fill the position of a full-time Senior DDG Platform Engineer supporting our Surface Maintenance Engineering Planning Program (SURFMEPP) contract in Norfolk, VA. The responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities:

    • Subject matter expert for assigned ship class lifecycle maintenance. Routinely coordinate with Port Engineers, Technical Warrant Holders, In-Service Engineering Agents, Ship Design Managers and Regional Maintenance Centers in all matters concerning maintenance and modernization.  Expert knowledge for HM&E, Combat and Weapons Systems.  Conduct review of CSMP, CMP and other data sources to create an Engineered Work Package for a CNO availability that integrates all facets of maintenance and modernization.
    • Validate existing CMP content through engineering and data analysis. Update CMP requirements’ man-day and material cost estimates from a review and analysis of actual return costs. Assist in the development of CMP tasks for Program and Fleet Modernization requirements with associated configuration data for assigned ship class.
    • Coordinate CMP Processing activities, including the development, maintenance and monitoring of Baseline Availability Work Packages (BAWPs) / Availability Work Packages (AWPs). Validate the CMP content through review of requirements in JFMM, NSTM, Ship Specifications, tech manuals, instructions and drawings.
    • Develop, collate and brief maintenance and modernization documents and strategies to all working levels of the maintenance team, to include SES and Flag-level.
    • Develop and deliver engineered ship-specific Shipsheets in support of Planning, Programming, Budget and Execution (PPBE). Conduct detailed reviews of ship CSMP entries to identify requirements, cost elements and impact to availabilities regarding duration and budget.
    • Review and accomplish engineering analysis of existing data for life cycle maintenance strategy improvements from sources including but not limited to: NMD, NDE, 3M OARS, VSB and the Maintenance and Shipwork Planning databases (M&SWP).
    • Assist in the development and delivery of Technical Foundation Papers for assigned ship class that describe ship lifecycle maintenance requirements that ensure each ship reaches its Expected Service Life (ESL).
    • Document processes and work instructions as required. Perform scheduled analyses of E2E processes and required products to include BAWP development, integration of maintenance, modernization for H&ME, Combat Systems and Weapons Systems.
    • Assist SURFMEPP Activity and SEA 21 personnel with answering Congressional, OSD, Force Management and Budget (FMB), and other agency questions-for-the-record, data calls, reports, and other similar inquiries.
    • Maintain the accuracy, content, integrity of and accessibility to the Class Maintenance Plan and the Maintenance and Shipwork Planning database for surface ships.
    • Support a robust engineering process within SURFMEPP reviews of proposed changes (additions, deletions, modifications) to Fleet Modernization Program (FMP) requirements.
    • Assist with the adjudication of Technical Feedback Report (TFBR) pertaining to CMP requirements with the authorized engineering agent and Ship Design Manager.
    • Assist in the adjudication of CMP notifications regarding deferrals and technical requests for non-accomplishment.

     

    Knowledge, Skills and Abilities:

    • Superior communication skills, written and verbal. Must be able to brief Senior Level Officer and SES on maintenance, modernization and budget aspects.
    • Ability to support the development of metrics for processes and products, and ensure alignment with Future Readiness Team / SWE requirements. Use these metrics to provide recommendations for improvements in the CMP and other SURFMEPP Activity processes and products.

    Education and/ or Experience:

    • High school degree, or a GED, and more than fifteen (15) years of relevant experience, OR
    • Bachelor's degree in a relevant field and ten (10) years of relevant experience, OR
    • Master's degree in a relevant field and five (5) years of relevant experience.
    • Relevant experience should include qualification as Engineering Officer of the Watch (EOOW) on the platform for which applying or civilian experience equivalency.
    • Extensive experience with depot level maintenance to include Advanced Planning, Planning and Execution phases of CNO availabilities.
    • Extensive experience with Microsoft Office suite (EXCEL, Adobe Pro, PowerPoint, Word, etc).

    Essential Duties & Responsibilities:

    • Screen incoming telephone calls and visitors; researching more complex inquiries and responding as appropriate.
    • Coordinate schedules and maintain calendar of appointments, meetings and off-site functions, travel itineraries, and coordinates related arrangements.
