Capabilities Statement

BecTech, Inc. is a woman-owned small business that was incorporated in September 1997.  It is a privately held engineering, program management and professional services company that currently has 37 employees. BecTech utilizes the following contract vehicles: SeaPort Enhanced (Prime Multiple Award Contract holder in all seven (7) zones) and two schedules under GSA--Professional Engineering Services and Information Technology.  BecTech also holds prime contracts with three divisions of the Naval Surface Warfare Center and is a subcontractor to several companies providing engineering and acquisition support in the naval combat systems domain, specifically, AEGIS Ballistic Missile Defense, Standard Missile, Vertical Launching System, DDG 1000 and surface ship sensors.  While our end user customer is typically the U.S. Navy or the Missile Defense Agency (MDA), we also support foreign navies via commercial contracts.  Our unique combination of experienced employees, subject matter experts and sub-contractors provide an effective team that has been providing these types of capabilities either as contractors, military or civil service employees for the past several years. 

 

BecTech’s headquarters is in Arlington, Virginia, which is proximate to key customers and Government administrative offices.  Our conference facilities can accommodate up to 50 people.  Thirty percent of our personnel have advanced degrees and over fifty percent are prior military.  BecTech personnel are recognized experts in their areas of expertise.

 

BecTech is led by Mrs. Rebecca Sutton, our Founder and Chief Executive Officer.  BecTech’s competencies are encompassed in three strategic divisions; Weapon System, Missile and Missile Systems Engineering, Systems Integration and International Programs, and Combat Systems Support.

 

Weapon System, Missile and Missile Systems Engineering

 

This Division is led by Robert Wilson whose credentials as a retired Navy Captain included five years as the Program Manager for Standard Missile in the U.S. Navy.  BecTech has served the following government agencies with this division: MDA in the AEGIS Ballistic Missile Defense Program; PEO, Integrated Warfare Systems (IWS), the Major Program Manager (Surface Ship Weapons); and Deputy Assistant Secretary of the Navy, Integrated Warfare Systems (DASN (IWS)).  Some of our work performed includes: Research and Development; Systems Engineering, Analysis and Integration; Advanced Radar System/Sensing technologies; Test and Evaluation/On-Site Range Support; Integrated Program Management Support; and Risk Management. and NSWC, Port Hueneme Division’s Air Dominance Department Missile System Program Office and Missile Division.  BecTech has supported the Government with: Independent Engineering Studies/System Trades; Test and Evaluation/On-Site Range Support; Risk Management; Missile and Canister Development and Engineering; Missile Test Systems Engineering; Missile Processing/Operational Support; Lethality Testing and Analysis; Modeling & Simulation; Missile Facility Planning; Foreign Military Sales; and Computer Program Development and Maintenance.

 

 International Programs 

 

This program is led by BecTech’s President, RADM Robert Sutton, USN (Ret).  Admiral Sutton’s career as a Surface Warrior and Acquisition Professional was concluded in the position of Director, Navy International Programs Office.  The International Programs Division has served:  Chief of Naval Operations--Navy Missile Defense; Director, International Programs Office; DASN (IWS), Director, Integrated Missile Defense and Assistant for Area Defense; PEO (IWS); PEO (C4ISR), Joint Effects Model (JEM) Program Manager; and Director, Nuclear, Chem-Bio Program Officer.  Some of the work performed includes: Identification, Assessment and Development of Cooperative Program Opportunities; Security Assistance/Foreign Military Sales (FMS) Support; International Dialogue/Cooperative Programs and direct support including government-to-government, government-to-industry, and industry-to-industry liaison.  BecTech is currently supporting prime contractors in Australia and Denmark in support of programs currently active in the Royal Australian Navy and Royal Danish Navy.

 

Systems Integration and Combat Systems Support

 

This Division is led by RADM Michael S. Frick, USN (Ret), with extensive experience in surface ship maintenance and modernization in PEO (Ships)  This Division has served PEO (Ships) Program Managers for DDG 1000, Advanced Land Attack Missile and Littoral Combat Ship.  The Division has also supported PEO (IWS) Major Program Managers for Above Water Sensors, Integrated Combat Systems, Surface Ship Weapons and Undersea Programs as well as the NATO Seasparrow office for the Royal Australian Navy ANZAC Program.  Some of the work performed includes:  Advanced Radar and Anti-Air Warfare Systems; Combat System Design, Evaluation and Effectiveness; Acquisition Life Cycle Support; Environmental, Safety and Occupational Health (ESOH); Integrated Program Management; Risk Identification, Abatement and Mitigation; Cost Analysis; Integrated Logistics Support and Training.
