We help provide the USN’s global fleet with weapon system in-service engineering, logistics, test and evaluation, and integration of surface ship weapons, combat systems and warfare systems. Our support is not just combat systems, we do life cycle management and sustainment, maintenance management, planning and programming, and total cost of ownership development. Finally, we specialize in ordnance facility design, planning, inspection, certification and compliance analysis.

    Rebecca B. Sutton

    Founder & CEO

    "Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.

    As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.

    Steve Rosser

    President and Chief Growth Officer

    Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 25 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.

    Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.

    CAPT Robert L. Wilson, USN (Ret.)

    Executive Vice President / Chief Technical Officer

    Mr. Wilson has over 30 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.

    Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.

    He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

    SharePoint Administrator and Developer

    Senior Engineering Manager

    Project Manager

    • Demonstrated knowledge and significant experience in U.S. Government and legislative affairs and Department of Navy acquisition and Planning, Programming, Budgeting and Execution (PPBE) process.
    • Demonstrated knowledge of State Department export and import restrictions and experience in International Traffic in Arms Regulations to include generating International Technical Assistance Agreements & DSP-5 Licenses.

    Knowledge, Skills and Abilities:

    • Ability to effectively communicate and liaison with a myriad of external stakeholder organizations, both within the U.S. Government and internationally, and actively manage multiple, high-level projects and deliverables. 
    • Knowledge and understanding of the entire NATO SEASPARROW Consortium family of systems; including missiles, launching systems and combat systems for the fleets of the partner nations and have intimate knowledge of the U.S. Navy’s Surface Ship Theater Air and Missile Defense requirements.
    • Operational experience, to include detailed knowledge of weapon system requirements generation, capabilities, limitations and test requirements and total ship combat systems and engineering integrated test engineering.

    Education and/ or Experience:

    • 15 years or more program management experience
    • Executive level management and leadership experience in large Navy or DOD organizations, with particular experience in overseeing the day-to-day operations and assessing how efficiently and effectively the organization is operating.

    Network Administrator and Information Assurance (IA) Certification and Accreditation (C&A) Manager

    BecTech is seeking professional candidates to fill the position of a full-time Network Administrator and IA C&A Manager supporting our NATO Seasparrow Project Office Technical Support Contract in Arlington,VA. The responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities:

    • Experience with systems and network administration including Microsoft product environments (Windows Server, SharePoint Server, SQL Database, Project Server, Lync Server, and Exchange Server) specifically in the 2012 / 2013 versions, and Cisco environments to include perimeter routers, firewalls, IDS/IPS solutions, and network level 2/3 switch environment.
    • Demonstrated experience with security of information systems, network communications, and equipment.
    • Demonstrated experience in Audio/Visual technologies including:  system design, installation, configuration, support, service, and repair with an emphasis in mobile presentation systems and conference support equipment.
    • Development and maintenance of a C&A process for at least the FISMA Moderate level.
    • Demonstrated knowledge of Federal, DOD and/or NATO standards and guidelines applicable to the Certification and Accreditation of Information Systems.

    Integrated Product Support / Logistics Specialist

    • Demonstrated expertise in the use of Microsoft Office programs to develop and deliver professional quality documents (e.g. technical and programmatic position papers, presentations, etc.) that clearly and concisely convey the subject information to the required audience.
    • Provide planning and logistical support in a project office.
    • Support planning for and/or acquisition of spares within the prescribed NAVSEA/NAVSUP processes.
    • Demonstrated experience coordinating, submitting and/or maintain provisioning support data (PSD) in support of a NAVSEA system spares requirements in PARTS database to ensure proper logistics life cycle support following material support date (MSD).

    Knowledge, Skills and Abilities:

    • Ability to communicate effectively both orally and in writing in an interdisciplinary technical project team environment.
    • Knowledge of and experience in system acquisition and life cycle sustainment.

    Fleet Support, Requirements, and Performance Specialist

    BecTech is seeking professional candidates to fill the position of a full-time Fleet Support, Requirements, and Performance Specialist supporting our NATO Seasparrow Project Office Technical Support Contract in Arlington,VA. The responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities:

    • Intimate knowledge and experience in international combat systems, radars, computer systems, and fire control systems.
    • Intimate international (non-USN) operational and tactical knowledge and experience. Possible examples include having served as a Tactical Action Officer (or equivalent), Ship’s Weapons Officer or as a Senior Officer (Commanding Officer or Executive Officer) of an international combatant.
    • Intimate knowledge and experience in developing operational and tactical issue papers that provide impact assessments, mitigation strategies and alternative configurations.
    • Evidence of a high level of skill in report writing and briefing preparation.
    • Previous International Weapons Program experience as either a senior member of a program office or the leader of an international IPT or working group with authority and oversight of multi-national defense initiatives.
    • Experience developing and proofing of experimental tactics (EXTACS).
    • Demonstrated experience in international event/conference planning.

    Knowledge, Skills and Abilities:

    • Ability to interact with multinational senior level military officers on a daily basis.
    • Familiarity with international laws, regulations and governing documents covering military and weapons systems, missiles, hazardous materials and developmental standards.
    • Familiarity with the United States laws, regulations, forms and licensing to transport weapons and explosives to/from the United States and Consortium, FMS and DCS nations.
    • Ability to develop Program Office positions and recommendations, including safety assessments and equipment disposition recommendations for the NATO Seasparrow Consortium.

    Director – Material and Supplier Base, Submarine Acquisition Program, Australia

    The position is full-time Director – Material and Supplier Base supporting our customer in Adelaide, Australia. Reporting to the Head of the Future Submarine Program, the selected candidate will build wider capability within the Future Submarine Program Office to manage the material and supplier base for the Future Submarine in collaboration with the platform designer, DCNS, and combat system designer, Lockheed Martin Australia (LMA).

     

    Essential Duties & Responsibilities:

    • Leading the Commonwealth’s role in the selection of equipment suppliers proposed by DCNS and LMA.
    • Deepening the Commonwealth’s understanding of the capabilities and capacity of suppliers.
    • Ensuring quality control requirements for the Future Submarine are detailed for each stage of the Program.
    • Establishing the system and organization to meet quality control requirements for the Future Submarine Program.
    • Supporting establishment of the Integrated Product Development and Support Environment (IPDSE) for technical data management as the Future Submarine design is developed with respect to supplier furnished data.

    Director – Test and Evaluation, Submarine Acquisition Program, Australia

    This position is the full-time Director – Test and Evaluation supporting our customer in Adelaide, Australia. Reporting to the Head of the Future Submarine Program, the selected candidate will build on existing capability of the Future Submarine Program Office to establish the test and evaluation processes for the Future Submarine that will commence with verification of requirements during design through to operational test and evaluation of the submarines following delivery to the Navy and ongoing assessment of their capability thereafter.

     

    Essential Duties & Responsibilities:

    • Building on existing capabilities, leading the implementation of a unified operational analysis capacity that will be used throughout the Future Submarine design process to assess design proposals, and support Commonwealth decisions on the requirements and specification baselines.
    • Coordinating the ongoing development of operational analysis models to support Australia’s submarine capability throughout life (including operational test and evaluation on delivery and capability assessments thereafter).
    • Leading the Commonwealth’s role in assessing the outcomes of land-based testing of systems by DCNS and Lockheed Martin Australia.
    • Liaising with appropriate authorities to develop and implement a coherent test plan for the Future Submarine that avoids duplication and support the efficient delivery of assured submarine capability to the Royal Australian Navy.
    • Working with all Future Submarine Program Directors to support the coordination of the key program functions across design, construction, material and supplier base management, preparation for sustainment, test and evaluation, commercial, and program controls.

    • Expertise in operational aspects of major submarine mission areas and experience with  requirements for testing and employment of combat, sensor, propulsion, electronics and auxiliary systems  to optimize combat effectiveness and readiness.
    • Proven record in establishing integrated teams to conduct comprehensive planning and testing, particularly focused on new construction, life cycle maintenance, modernization and in the development of technical designs with detailed installation plans for all new construction and modifications. Submarine Commanding Officer a plus.

    The Combat System Software Development team is seeking an entry-level Junior Software Engineer to join their program in King George, VA. The qualified applicant will support the Navy's Enterprise Modeling and Simulation initiatives. Candidates will analyze real world requirements which will then be translated into a simulation that approximates actual Navy computer and radar equipment. Candidates will also work through unit testing and integration to verify program requirements and validate software behavior in the target environment.
