We help provide the USN’s global fleet with weapon system in-service engineering, logistics, test and evaluation, and integration of surface ship weapons, combat systems and warfare systems. Our support is not just combat systems, we do life cycle management and sustainment, maintenance management, planning and programming, and total cost of ownership development. Finally, we specialize in ordnance facility design, planning, inspection, certification and compliance analysis.

    Rebecca B. Sutton

    Founder & CEO

    "Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.

    As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.

    Steve Rosser

    President and Chief Growth Officer

    Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 25 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.

    Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.

    CAPT Robert L. Wilson, USN (Ret.)

    Executive Vice President / Chief Technical Officer

    Mr. Wilson has over 30 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.

    Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.

    He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

    Director – Material and Supplier Base, Submarine Acquisition Program, Australia

    The position is full-time Director – Material and Supplier Base supporting our customer in Adelaide, Australia. Reporting to the Head of the Future Submarine Program, the selected candidate will build wider capability within the Future Submarine Program Office to manage the material and supplier base for the Future Submarine in collaboration with the platform designer, DCNS, and combat system designer, Lockheed Martin Australia (LMA).

    • Leading the Commonwealth’s role in the selection of equipment suppliers proposed by DCNS and LMA.
    • Deepening the Commonwealth’s understanding of the capabilities and capacity of suppliers.
    • Ensuring quality control requirements for the Future Submarine are detailed for each stage of the Program.

    Director – Test and Evaluation, Submarine Acquisition Program, Australia

    This position is the full-time Director – Test and Evaluation supporting our customer in Adelaide, Australia. Reporting to the Head of the Future Submarine Program, the selected candidate will build on existing capability of the Future Submarine Program Office to establish the test and evaluation processes for the Future Submarine that will commence with verification of requirements during design through to operational test and evaluation of the submarines following delivery to the Navy and ongoing assessment of their capability thereafter.

     

    Essential Duties & Responsibilities:

    • Building on existing capabilities, leading the implementation of a unified operational analysis capacity that will be used throughout the Future Submarine design process to assess design proposals, and support Commonwealth decisions on the requirements and specification baselines.
    • Coordinating the ongoing development of operational analysis models to support Australia’s submarine capability throughout life (including operational test and evaluation on delivery and capability assessments thereafter).
    • Leading the Commonwealth’s role in assessing the outcomes of land-based testing of systems by DCNS and Lockheed Martin Australia.

    This position is the full-time Director, Infrastructure and Industrial Workforce supporting our customer in Adelaide, Australia.     • Mentoring members of the Future Submarine Technical Office and the Submarine Group combat system division to further develop capacity to manage the industrial infrastructure and workforce required to deliver the Future Submarine capability.

    Knowledge, Skills and Abilities:

    • Proven record in establishing integrated teams to conduct comprehensive planning and testing, particularly focused on new construction, life cycle maintenance, modernization and in the development of workforce plans for all new construction and modifications. Submarine Commanding Officer a plus.
    • Defense Acquisition Program Management (Level III), Submarine Warfare Qualification and/or engineering degree, MBA, PMP or relevant advanced degree or experience preferred. 
    • Strategic Planning and Business Acumen: Experience leading or coordinating development of acquisition workforce strategies and plans.
    • Expertise in operational aspects of major submarine mission areas and experience with  requirements for testing and employment of combat, sensor, propulsion, electronics and auxiliary systems  to optimize combat effectiveness and readiness.
    • Ability to enable senior leaders to better allocate resources and improve submarine development, acquisition and readiness. 
    • Experience coordinating across multiple stakeholders and project teams to help develop workforce plans to support production plans and schedules; establishing costs/program budgets and advocating for required funding through detailed technical analysis.
    • Program Management: Experience in directing workforce management plans, preferably in new construction or major overhauls.  
    • Cognizance of resource allocation (cost and schedule), submarine quality assurance, safety technical requirements, and workforce qualifications and testing is required.
    • Proven record in establishing integrated and cross-functional teams to achieve established milestones and performance standards, particularly focused on new construction, acquisition programs, life cycle support or post-major system upgrade testing. 
    • Executive level experience within Naval Sea Systems Command, DoD, or senior level positions at a shipyard during U. S. Navy ship construction/overhauls. 
    • Clear, concise communications skills; conveys strategic objectives and tactical steps that have achieved results; comfortable at participating in very senior level discussions.

    Education and/ or Experience:

    • Minimum education requirement: Masters degree in related field.
    • Minimum 10-15 years experience required.
