    Rebecca B. Sutton

    Founder & CEO

    "Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.

    As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.

    Steve Rosser

    President and Chief Growth Officer

    Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 25 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.

    Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.

    CAPT Robert L. Wilson, USN (Ret.)

    Executive Vice President / Chief Technical Officer

    Mr. Wilson has over 30 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.

    Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.

    He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

    Warfare Systems Certification Engineer (Junior/Mid-Level)

    Basic Engineering Concepts & Technologies, Inc. (BecTech) is a Woman-Owned Small Business program management and engineering services provider to Department of Defense (DoD) Agencies. We are seeking candidates to fill the position of a full-time Junior Warfare Systems Certification Engineer supporting the Naval Sea Systems Command 05 C4I Program Office in Washington, DC. Work will performed at a contractor site near the Washington Navy Yard. Responsibilities of this position include, but are not limited to, the following:

     

    General Position Skills:

    Technical analysis, design, development, troubleshooting, and process improvement of engineering programs. Analysis and evaluation of major system project parameters and requirements. Compliance reviews to ensure systems and applications meet operational and security requirements.

     

    Billet Description:

    Assist in executing the Naval Warfare Systems Certification Policy (NWSCP) (NAVSEAINST 9410.2A) and supporting the development and deployment of warfare systems throughout the life cycle of approximately 150 U.S. Navy Surface Ships in accordance with Warfare Systems Certification Standard Operating Policy (SOP) Revision “B”. This includes providing annual support for the assessment of warfare systems in approximately 75 Navy Surface Ships through approximately 111 Warfare Systems Certification (WSCERT) Events (Warfare Systems Installation Authorizations (WSIA) and Warfare Systems Certification Decisions (WSCD)) in order to provide COMUSFLTFORCOM and COMPACFLT with Warfare Systems Certification Plans, early assessments of risk and characterization of maturity and readiness to support Risk Assessments for ships in new construction after sail-away and post shakedown availabilities and certification decisions to support the subject ship(s) throughout deployment. The employee will assist the following tasks:

    1. Maintain the WSCERT Master Events Schedule (WSCEMS).
    2. Develop WSCERT Certification Event and Meeting Agendas and Reports.
    3. Develop WSCERT Metrics Briefings and Item Tracking Reports.
    4. Develop WSIA/WSCD Data-Calls in preparation for WSCERT Events.
    5. Develop Panel Briefings, Naval Messages and Executive Summary Briefings.
    6. Drafting Memoranda for the Record for WSCERT Certification Event decisions.
    7. Maintain Information Binders for each WSIA and WSCD Event.
    8. Support development of and data gathering for WSIA and WSCD Baseline Configurations.
    9. Develop and provide technical inputs to WSIA Warfare Systems Baseline configuration issues.
    10. Maintain Objective Quality Evidence (OQE) Checklists for each WSCERT WSIA/WSCD Event.
    11. Manage technical inputs to WSCERT Templates, Standard Operating Procedures (SOP), and WSCERT governing Policy Guidance.
    12. Develop and provide technical inputs to C5IMP Metrics, eCCB Risk Forms, TCD Waiver Requests, A-O Messages, and Ship Change Documents (SCD), as required.

    Requirements for the position are as follows:

    • BS in Technical or Engineering degree
    • 1+ years of experience supporting the DoD (Junior)/5+ years for Mid-level
    • Navy/Military experience desired, but not necessary
    • Highly motivated individual capable of working independently and/or in teams with the ability to multi-task, prioritize, and meet deadlines.
    • Significant organizational skills with an ability to communicate effectively orally and in writing.

BecTech is seeking professional candidates to fill the positions of full-time Mid-Level Surface Maintenance Engineer in Norfolk, VA. The responsibilities of this position include, but are not limited to, the following:

     

    Essential Duties & Responsibilities:

    • Performs technical planning, system integration, verification and validation, cost and risk assessments, and supportability and effectiveness analyses for total systems.
    • Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance, modernization, and disposal.
    • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
    • Conducts research, designs, develops, performs T&E for ships, ship systems and associated subsystems.
    • May provide work leadership for lower level employees.
    • Analyzes complex ship systems product or equipment specifications and performance requirements to determine designs that can be produced or maintained by existing processes or infrastructure.

    • Uses engineering level models to support studies of HM&E systems and combat systems.

    Knowledge, Skills and Abilities:

    • Knowledge and demonstrated experience in surface ship life cycle maintenance engineering, and various Navy Surface Ships’ class maintenance and modernization planning.
    • Plans, coordinates, directs, and evaluates testing of complex ship systems.
    • Performs risk assessments of advanced ship systems and generates risk mitigation plans and strategies.
    • Ability to provide independent maintenance effectiveness, expected service life and RCM assessments of ships and ship systems.
    • Knowledge of Surface Ship Class Maintenance Plans (CMP) and Planning, Programming, Budgeting, and Execution (PPBE) processes.
    • Ability to provide solutions for streamlined maintenance processes, and developing maintenance strategies.

    Education and/ or Experience:

    • Requires a Bachelor’s Degree (BS) in applied sciences area or Engineering and minimum of 5 years related engineering experience.
    • In lieu of a BS, a HS Diploma and 9 years of in-depth experience in the applied science or engineering fields will be accepted.
    • Proficient in Microsoft Office applications.
    • Able to obtain and retain a security clearance.

    Junior Software Engineer

    This is a funded position for immediate hire, not a contingent hire.

    The Combat System Software Development team is seeking an entry-level Junior Software Engineer to join their program in King George, VA. The qualified applicant will support the Navy's Enterprise Modeling and Simulation initiatives. Candidates will analyze real world requirements which will then be translated into a simulation that approximates actual Navy computer and radar equipment. Candidates will also work through unit testing and integration to verify program requirements and validate software behavior in the target environment. The Junior Software Engineer’s functions include but are not limited to providing daily professional support to the client and Program Manager and will have the following responsibilities:

     

    Essential Duties & Responsibilities:

    • Design, develop and maintain complex real-time combat system wrap around simulations.
    • Utilize software development tracking tools that capture all new development requirements, track software defects, and update implementation status of each item
    • Establish and maintain software development tasks and reporting the technical progress
    • Experience/Expertise in C++ software development and maintenance experience, as well as software integration testing with combat system wrap around simulations.
    • Work with process improvement initiatives, such as Six Sigma, ISO 9001:2008 and CMMI Level 5

    Basic Qualifications:

    • Entry level - Bachelors degree in Engineering, Computer Science, Math, or Physics with a concentration in software development

    5. Maintenance of Information Binders for each WSIA and WSCD Event.

    7. Maintenance of Objective Quality Evidence (OQE) Checklists.

    Requirements for the position are as follows:

    • BA/BS desired; 5+ years of experience supporting the DoD
    • Understanding of Navy ship and Strike Group Combat and Warfare Systems
    • Navy/Military experience desired, but not necessary
    • Highly motivated individual capable of working independently and/or in teams with the ability to multi-task, prioritize, and meet deadlines.
    • Significant organizational skills with an ability to communicate effectively orally and in writing.
    • Proficient in Microsoft Excel, Power Point, Word, and Outlook
    • Active Secret clearance is required.
