    Rebecca B. Sutton

    Founder & CEO

    "Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.

    As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.

    Steve Rosser

    President and Chief Growth Officer

    Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 25 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.

    Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.

    CAPT Robert L. Wilson, USN (Ret.)

    Executive Vice President / Chief Technical Officer

    Mr. Wilson has over 30 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.

    Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.

    He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

    BecTech is seeking to hire an appropriately skilled Radar Engineer to work in the area of radar concept design and radar integration with a combat management system (CMS) or Combat System (CS) for a period of 12 months in Australia.

    Position Description.

    The successful candidate must be a practitioner in Electronics Engineering – Radar (Microwave) with a strong understanding of both radar architecture and radar performance parameters and experience in naval applications being highly desirable. In addition the candidate will have RF experience in radar design or RF circuitry on radar applications. An understanding of radar Human Machine Interface (HMI), signal processing techniques and hardware/network communication protocols is also highly desirable.

     

    The candidate would perform functions to support planning, execution and management of all CMS/CS and radar-related concept design and integration aspects. The successful candidate shall assist in the preparedness and technical conduct of the Project Team. This function shall support the following core project team roles:

    1. Providing radar-related technical advice to the project team when required, including assistance with capability decisions;  
    2. Develop and participate in the development of technical plans, governance documents  and engineering procedures;
    3. Participate in risk workshops and contribute to CS project team meetings and providing subject matter expertise;
    4. Assist with sensitivity analysis of variants consideration of the associated design effort, and cost and schedule impact, to best meet stated capability requirements;
    5. Resource planning for engineering functions as it related to radar integration activities; preparation of documentation to support executive briefing, program planning and other communication to stakeholders;

    Minimum Personnel Requirements:

    The specified experience for the individual identified for the position is:

    a. At least 10 year broad experience in industry.

    b. A solid understanding of radar architecture and radar performance parameters, preferably in area of naval application.

    c. RF experience in radar design or have worked with RF circuitry for radar applications.

    High Visibility Maritime Executive Position Supporting Australian Department of Defence within the General Manager Surface Ships Directorate

    BecTech, Inc. is looking for a senior level executive to fill a position in Australia. The position is available immediately for a term of 1 to 3 years, possibly in a series of 90 day increments. This opportunity places the individual in a highly-visibly, highly-influential position within the Australian Department of Defence as part of a team of professionals within the General Manager Surface Ships Directorate responsible for the procurement, outfitting, life cycle maintenance and technological upgrading of the Royal Australian Navy’s surface ships. It will provide an opportunity to have an impact on national-level, programmatic decisions. Key attributes of the position are:

    - Executive level experience within Naval Sea Systems Command, DoD, or senior level positions at a shipyard during U. S. Navy ship construction/overhauls.

    - Proven experience in leading project teams focused on acquisition, construction and modernization, life cycle support, engineering, and research/development of surface warfare ship hulls, major systems and components.

    - Experience leading or coordinating development of acquisition strategies, requests for proposal and source selections. Ability to enable senior leaders to better allocate resources and improve surface ship development, acquisition and readiness. Experience coordinating actions of multiple acquisition stakeholders and operational staffs.     • Experience specific to Standard Missile, Surface Launched TOMAHAWK Cruise Missile, Evolved SeaSparrow Missile, various Launching Systems, associated equipment, and selected All Up Rounds fired from the supported Launching Systems are desired

    Essential Duties & Responsibilities:

    • Planning and scheduling projects that derived from Navy availability schedules and acquisition plans;
    • Managing technical and program requirements; identifying technical risk areas and in developing and implementing risk mitigation plans;
    • Radio Frequency and Link and Telemetry Analysis for the SM-3 or other AURs; preparing written and oral program status/technical reports for superiors;
    • Ordnance facility design and structural analysis.
