Since BecTech®'s inception in 1997, our Weapon Systems and Missile Engineering Services expertise has provided, and continues to provide complete and comprehensive programmatic, technical, and acquisition program support to numerous Navy Program Offices including STANDARD Missile, Aegis Ballistic Missile Defense (Aegis BMD), Navy Area TBMD, Advanced Land Attack Missile (ALAM), and the Aegis Weapon System for BMD advances.

Our Combat Systems and Missile Support expertise provides a range of engineering, technical and management support to the Navy in program acquisition, system engineering, T&E, and training. Drawing on our broad technical, operational, and programmatic expertise, BecTech® has actively supported programs such as DDG-1000, VLS, Cooperative Engagement Capability (CEC), Aegis Combat Systems Engineering, Tomahawk and Area Air Defense Commander (AADC). We help the Navy develop plans to upgrade current ships, as well as assist foreign navies find solutions for their issues.

In-Service Engineering Support /Material Maintenance Management

We provide engineering and other technical tasks in support of missile systems and ancillary equipment. We help provide the USN’s global fleet with weapon system in-service engineering, logistics, test and evaluation, and integration of surface ship weapons, combat systems and warfare systems. Our support is not just combat systems, we do life cycle management and sustainment, maintenance management, planning and programming, and total cost of ownership development. Finally, we specialize in ordnance facility design, planning, inspection, certification and compliance analysis.

Rebecca B. Sutton
Founder & CEO
"Founding BecTech has been the greatest challenge of my life. Seeing our employees excel each day in what they do for our customers and our Navy is a true blessing.” Mrs. Sutton’s career has been unique for a woman in the defense industry. She started her career in 1978 at Advanced Technology, Inc. (ADTECH) in 1978. She joined ManTech, Inc. in 1981 as a Systems Analyst assigned to support Combat Systems projects at Johns Hopkins University, Applied Physics Laboratory (JHU/APL). The Combat Systems programs she has supported include TERRIER/TARTAR New Threat Upgrade, AEGIS, STANDARD Missile, JMSDF AEGIS and RAN FFG Upgrade.
As her Combat Systems expertise grew, Mrs. Sutton became a Test and Evaluation expert and supported APL and the U.S. Navy in testing ship- board Combat Systems. Mrs. Sutton served as Senior Vice President of ManTech prior to founding BecTech®, Inc. in September of 1997; and has served as BecTech®’s CEO ever since.
President and Chief Growth Officer
Mr. Rosser has more than twenty-five years of experience in increasingly responsible roles within program management and business development in defense and national security arenas at several companies. Prior to accepting this position, he served as the Program Executive in the Defense Division for Parsons. He brings more than 25 years of successful program management experience and a proven track record of success in the Business Development and Operations Management areas.
Mr. Rosser graduated from West Liberty University in West Virginia with a degree in Public Administration and attained his Project Management Professional (PMP) Certificate from the Project Management Institute in 2012. He served over 24 years as a US Navy Surface Warfare Officer, active and reserve, retiring in 2005.
CAPT Robert L. Wilson, USN (ret)
Executive Vice President / Chief Technical Officer
Mr. Wilson has over 30 years of experience in Navy Acquisition of complex Missile and Weapon Systems. He retired as a Captain from the U.S. Navy in 1997 and was serving as the Standard Missile and Vertical Launching System Program Manager (PM) at that time.
Previously, he had been the Terrier, Tartar and FFG 7 Combat Systems PM and had worked various jobs from Test and Evaluation Engineer to Project Manager.
He holds a Bachelors degree in Electrical Engineering from the University of South Carolina and a Masters degree in Electrical Engineering from the Navy Postgraduate School. He has also completed the DoD Program Manager School and is a graduate of the Industrial College of the Armed Forces. Mr. Wilson is one of the original founders of BecTech®. He has most recently been involved with the Navy’s missile designs to provide Ballistic Missile Defense from Aegis cruisers and destroyers.

Waterfront Maintenance Coordinator/Planner

Our Chief Technology Officer is CAPT Robert L. Wilson, USN (ret), whose credentials as a retired Navy Captain included five years as the Program Manager for Standard Missile in the U.S. Navy. BecTech has served MDA in the AEGIS Ballistic Missile Defense Program; PEO, Integrated Warfare Systems (IWS), the Major Program Manager (Surface Ship Weapons); and Deputy Assistant Secretary of the Navy, Integrated Warfare Systems (DASN (IWS)) and NSWC, Port Hueneme Division’s Air Dominance Department Missile System Program Office and Missile Division. Our work includes Research and Development; Systems Engineering, Analysis and Integration; Advanced Radar System/Sensing technologies; Test and Evaluation/On-Site Range Support; Integrated Program Management Support; and Risk Management.
BecTech has supported the Government with Independent Engineering Studies/System Trades; Test and Evaluation/On-Site Range Support; Risk Management; Missile and Canister Development and Engineering; Missile Test Systems Engineering; Missile Processing/Operational Support; Lethality Testing and Analysis; Modeling & Simulation; Missile Facility Planning; Foreign Military Sales; and Computer Program Development and Maintenance.
Material Maintenance and Facility Design Management
This line of effort is led by Tim Corrigan, a retired Navy O-6, Engineering Duty Officer (EDO), with 29 years combined Navy and senior level manager experience in program management, technical management and business management. Over 25 years supervisory experience primarily in Navy life cycle engineering, maintenance planning and management. The inaugural Commanding Officer of SURFMEPP. Our work includes Acquisition Engineering Support; Trade-Off and Design Studies; Program Office support; Risk Management; Asset Management; Life Cycle/Sustainment Management; Production Management; Facility Design and Assessment; Design and Requirements Development; Site Visits and Assessments; Engineering Integration and Support; Ship Maintenance and Sustainment Support.
This Division is led by Mike Fierro, a retired Navy O-6 with more than 30 years experience in a wide range of capabilities from shipboard engineering and maritime operations to strategic planning and program management. International Program work performed includes Analysis of Alternatives; Due Diligence Studies; Identification, Assessment and Development of Cooperative Program Opportunities; Security Assistance/Foreign Military Sales (FMS) Support; International Dialogue/Cooperative Programs; and direct support including government-to-government, government-to-industry, and industry-to-industry liaison. BecTech is currently supporting the Royal Australian Navy in its new shipbuilding programs.

BecTech® Quality Principles
Introduction to Quality
BecTech®’s Quality Management System (QMS) is a proactive and state-of-the art process designed to ensure that all products and services are delivered on time, at the specified cost, and in accordance with our customers requirements. The QMS is modeled after, and fully compliant with the ISO 9000 international quality standard. Individual tailoring of the QMS at the project level ensures compliance with all contract requirements. Through establishment of the corporate quality policy and support for the implementation of this policy, the Quality Office performs verification of compliance. Quality control activities are performed and maintained by the individual projects. This sharing of responsibilities ensures that the QMS is supportive of quality goals and objectives while being responsive to the needs and requirements of our customers.
QMS System Documentation
The QMS is described in a comprehensive set of documentation encompassing all aspects of the quality system from corporate policy to objective evidence of compliance. This documentation hierarchy is organized into three levels:
Level 1 - Corporate Quality Assurance Policy Manual
Level 2 - Operational quality instructions and procedures
Level 3 - Objective evidence of quality performance
To meet specified requirements for products and/or services, program-specific quality plans are developed by the applicable project organization. Additional documents are developed, as needed.
In support of the Quality Management System, the Program Manager will prepare a quality assurance plan detailing how that system will be implemented. At a minimum, for those processes affecting quality, the quality plan will identify how the following activities will be accomplished and will include Quality Management System tailored to your needs with a quality control manual, document handling and processing procedures, and control and archiving of documents and records. The quality plan also identifies how any customer contract specific requirements, not included above, will be accomplished. This tailoring of the Quality Management System ensures that the system is efficient and cost effective for our customers.
In order to measure compliance to the Quality Management System, the Corporate Quality Office maintains an active internal quality audit program. Quality audits are scheduled, based on program needs. Any noncompliance issues identified during the audit are documented and issued as part of an audit report. Corrective action requests are issued and follow up activities include the verification of proper implementation and effectiveness of corrective action activities. Data provided by the audit process serves as valuable input to the process improvement function.
The cornerstone of the Quality Management System is the Process Improvement (PI) philosophy that focuses on customer requirements and building quality in, rather than inspecting defects out, of our products and services. Every employee is empowered and encouraged to constantly seek both product quality and process improvement. These policies are supported by our training program; with courses available for all managers and employees. Quality related messages and information are disseminated through standard communications channels (e.g., bulletins, corporate intranet sites, memoranda, and small group meetings) to enhance the knowledge and skills that directly benefit our customers, and recognize noteworthy quality-related achievements.
